Noel has received numerous awards for innovation at the state, national, and global levels, and is a frequent public speaker on the economic, societal, and political implications of technology. Noel holds a BA in International Relations from the University of Virginia, an MBA from Franklin University, and is a fellow at the Sorensen Institute for Political Leadership.
